CMake is known for being a crazy overcomplication, almost no one on Windows uses it. If they wanted it to be easy to compile, they'd give you a VS 2017 Community project file (violates no licenses). Then compiling is point and click. It'd be much easier for them too, but it'd cut into their profits.
So no, they don't want it to be easy to compile. Look at the github issues in the new release, half of it is compiling errors. It's an old trick. Open source doesn't do much good if most can't figure out how to compile. And that error wasn't written by them, that's the default dll missing error on windows. It is hardly a trick for someone to create a repo and provide you free and unfettered access to their work product and intellectual property (read also: effort). To believe that someone who is using cmake is deliberately trying to make your life hard on Windows for compilation is at best specious if not simply adolescent. I cross compile the code quite easily with Gitlab and yml in its current form for seemless CI/CD. It would seem the old-trick here is dependency on the Microsoft stack, not some cash strategy by the repo author.
I doubt you're an actual C++ or C programmer though. If you were, you'd know a lot of projects do this. Qt is the biggest example. If they wanted it to be easy to compile, you'd see a point and clickable VS project file, like the majority of github c++ projects will have - but you don't, because that'd mean most would remove fees, which would mean less profits for their -business. You can foolishly believe they want to provide 'free and unfettered access to their work product' for the better of the world or whatever you types like to believe and I assure you the only thing they care about are dev fees and increasing them while maintaining trust.
